False billing and ignoring of cancel request and multiple tickets

Cancellation request has basically been ignored. I requested a cancel mid month but was instructred to pay a certain amount prior. At the end of the month when i inquired to pay the amount and cancel the service i was informed my bill had grown despite not being used and assurances otherwise from their behalf.After multiple calls to customer care and tickets lodged. All of them end the same way! with mebeing told that the matter can only be handled by 'billings' and 'billings' will get intouch soon. WHICH THEY NEVER DO! This is absolutely despicable and practically *******. I am unable to cancel due to an outstanding amount that continues to grow despite no use at all( they have acknowledged the stopage of use have yet to allow me to close my account despite payment of inital amount.
