Empty promise on empty promise

I struggled with raim for 3 months where I received no service. They made a number of promises that were never kept..... But still took their monthly fees although they said they wouldn't until i have service again. I reported them to ICASA and they contacted me and told me that they would refund the money. In a mail they claimed that they did refund me months ago but I didn't receive the money. This was brought under their attention and ICASA was also informed that the matter is still not resolved. They contacted me again with promises but no actual payment has been made.
