Downgrade Request

Please could you assist me with downgrading my plan. In February 2023 I was told to wait until end of the month because I am currently on a promo. Then March 2023 came stilk didn't get the email confirmation for my downgrade. Then now I'm being billed the same plan I asked to be downgraded from.
