Dissatisfied with no assistance of refund

I upgraded my Rain wifi in May. June and July they have double debited me. I've been trying every Avenue to get hold of them to refund my money. But have been completely unsuccessful. When I call they put down saying they can't hear me. When I Email them they send me ticket numbers and say they will get back to me? 2 months now and nothing!! Very disappointed and completely annoyed
