Disappointed by Rain 4G internet providers

I purchased (PAOD FOR) a 4G Rain Sim card on their website and they had it delivered to my place via Ram courier. Unfortunately, they couldn't leave it with me because my permit expired in April this year(2020). Despite me explaining to them that it's out of my hand because I am waiting for Home affairs instructions to go renew it as they are not operating due to the current situation (COVID19). I contacted both Ram and rain for help but nothing has been done. I called and emailed Rain to kindly refund me as it's even stated on their website that we can get a refund within 7 working days. And nothing is still not yet done. Please hello Peter, help me mediate this because I am very frustrated to have paid money and not having the product. I feel that it's unfair not to refund me the money so I can see an alternative solution. *** is my Rain 4G purchase reference number
