Degrading service

I don't know whats happening but lately the connection is so bad and when i complain this is the response EACH TIME: Please note that currently our network towers in your area are under heavy constraint, however we here at rain are busy improving our network so that all our customers can have a better network experience. I sincerely apologise for any inconvenience that may be caused by the fluctuating speeds, however I assure you once again that rain is working on improving the network in order to provide better services for our customers.

Come on guys I pay my subscription without any hassles, the service was fantastic but since last year June 2019 things are getting worse and worse, please pull up your socks, i have been a loyal subscriber and been recommending people since inception. and everyone else is happy I'm the one suffering, how ironic is it that the person who recommended the ISP to other people is the one suffering and everyone else is happy :(
