debitted for services i did not use

i was debited for service i did not use and now they are ignoring my emails, And a very unhelpful agent Ebrahim Sallie (rain CeC is also ignoring me. I want my money refunded asap. I sent him numerous email informing him not to active my sim after receiving it but he did not do it, i then requested to speak to someone senior and its almost a month and im still waiting.
