Charging the internet services that they dont provide

I stopped using rain 6 months back as they failed to deduct from my account and when I tried using the eft option that didnt work aswel so I left it. Now all of a sudden I have a bill close to r4000. When I lodged a complaint im told that rain charges for services and not usage but my internet services were cut off the month it didnt deduct as "internet unavaliabe". If I was able to use the internet but didnt use it ,it would be a different story but if im cut off from using the internet service, then wat services am I being charged for?
