Cannot fathom how bad it is

So apparently when you are uploading a file at 2kbps it completely cancels any other connections, ie. When it takes me an hour to upload a 2mb image and literally not allowed to do anything.with the internet or it throws an error. When is this sad company going to actually spend some money on infrastructure? RATED THE WORST ISP IN SOUTH AFRICA, google it.
