Billing issue unhappy customer

Years back I had rain I had horrible unstable connection most of the time they would tell me that it's an issue with tower so I cancelled now that I wanna rejoin a rain I see a high outstanding bil and I think that is unacceptable when I didn't have any stable connection when I had rain more than 2 years ago
