Billed for SIM card that is not in my position or USED

I bought a SIM card on the 15th of May 2021 till to date I haven’t received the sim but today I just got billed for that SIM card that is not on my position not activated not used

Rain can I be refunded ASAP now ‼️

I haven’t received the your SIM card since I’ve paid for it why am I being billed now ⁉️
