Billed for a month I did not use!!!

I have nothing good to say about this *********** company! I was billed for a service I did not use. I was disconnected in September as I had changed bank cards, come October, I'm getting an invoice for September and October. When raising this concern i am told there was usage in October, NB, we had unplugged the router as it was not working since September. So my question to them is how could they have reconnected me if I had not paid my September account, and I'm telling them I didn't use October as I was not connected. They just referred to to ICASA without even trying to look into my case. My advise, don't even bother!
