Bad throttling.

My connectivity is being throttled I can't even log onto my Netflix account on my ps4 to watch netflix and this has been the case the whole of this week and last week. I have been running speed tests for the past 2 weeks at all hours of the day within the off-peak hours and I get under 100kbps connection of download why is this happening I've done some research on rain and this is what I've found.

Question. "Will my connection be throttled based on my monthly gigs used?"

Answer. "No. You can use as much unlimited data as you like, and you will always receive the best effort service and speed of the product you selected."

but here I am receiving connection speeds at 50kbps which I can do nothing with at all and this bad throttling experience happens after 150gigs of download.
