Bad Service from RAIN

Rain is not a liable service provider. When you open an account, they say you are able to cancel at any given time since this is a pay as you go account. I have cancelled their services in January however thy debit my account all the time. When I called, to follow up they mentioned that they need to debit extra next month. My question is what they are debiting if I am not using their services. People are complaining about RAIN. they have a poor service.
