Bad service

Why am I a being harassed by collection agent? This is a month to month thing and not a contract. Why am I being billed for this. I stopped paying this in 2020 because of the bad service and now you want to bill me in 2023. The agent at the time advised if I dont pay then I wont be billed because its not a contract. I will be contacting the ombudsman regarding this.
