Bad service and bad internet speeds!

Rain internet speed in Uvongo KZN is terrible. We get less than 1mbps down and up most of the time. It used to be good last year, around 15!! I have contacted Rain many times and just get a generic response to reset my router etc. This doesn't help. I even tried a a pointing high gain antenna, this lifted the speed to 2mbps!!! Now they don't even respond anymore!! It is not the settings, there is something wrong with their tower!! on the Uvongo FB groups everyone complains about this. They get the same speeds I get. I'm tired of generic advice! just fix the situation!!!
