Bad service

Poor service from Rain, I cancelled my SIM 3 days after receiving it due to bad network, I was told I would be refunded the first payment as it is a credit for the first month, however many weeks later I have not been refunded. Logged a query through their website and a consultant told me I will still be billed for October. This is after I was told I will get a refund.
