Bad service

I recently purchased a sim card with rain, so I hadn't used the sim card and when I finally used the sim I was told I needed to pay first. I do not understand as it is said with rain that it is "pay as you use". I am a new customer to the service and I am already dissatisfied with the service. Kindly advice on a way forward.
