Bad bad service

Every month I pay but they don't even bother to give me service.I can't even stream netflix or even have 2 cellphones connected.What must I do with 0.7 mbs???The worst is that they are not doing anything about it and still they advertise for more customers even though they know they can't provide the service they advertise
