BACK AND FORTH... IT'S A NO FROM ME TOO

After 2 weeks of back and forth with Rain they have still not refunded me my money after the package has NOT been delivered to me due to identification issues of me not having an ID. I call, no answer. But when i made an online order, they called very fast, be as fast as that to give me my money back, the f am i supposed to pay for something i DONT have... give me my money back.
