Awaiting R499 since October a refund as I paid for service that never worked nobody contacts me!!!

I have been outstanding a refund since October after the service never worked in my Area! I've been calling them ever since they keep giving me the run around saying they will refund and now I'm being transferred to agents in India who say it does not reflect on their system 😡
