Always buffering, very bad

My internet is always buffering, i send emails, they are not responding, it normally goes off when theres bad weather, but this time its not going back to normal..I can’t even work or do my studies..what is irritating the most is that they are too quick to assist when you apply or upgrade but after that, they don’t even respond to emails…
