A sinking ship!!!

Iv had rain for a couple months now but the past month it has been a nightmare!!!iv called and been asked to move it closer to a window but it still buffers like crazy,i cant even watch anything on youtube without buffering!!! distasteful.

I need to know who must fix the towers? When will th y be fixed?
How long will it take?
Because im currently living with the nightmare on a daily basis where im paying for sub standard service!!!
