7 days later no delivery

My husband app**** for a rain simcard and paid the monthly amount of R250 on the 27th of May, even today the haven't delivered the simcard. When we call them they making excuses telling us that Ram couriers tried to call which we didn't receive any call. Can they give us our money back because they are ***********, they dont deserve even a single star
