Unshaped browsing completely unusable

I have an account which is supposed to have unshaped browsing, almost all web pages time out and YouTube doesn't even load. After testing with accounts from other ISPs I can be sure that the problem lies with the OW account. <br> <br> This is not a once off occurence, this has been occuring on a regular basis since I bought the account a week or so ago.<br> <br> Avoid this ISP
