No service delivery refusing refund

I app**** online for 5gig a month at R199pm...after i app**** a message showed that i will be contacted and everything setup.nobody ever contacted me! So i assumed they dont do it in vryheid. Couple of months later i noticed on my bank statement that they are deducting the amount?.i stopped the debit order at the bank but they continued to deduct the amount. I recently contact them and the person i emailed has got no clue as to what she is doing. I was sent a refund form etc , filled it in and returned it. A week later i asked why the refund hasnt been done. Once again she had a attititude not even knowing what this is about and was told to refer to the t & c's and it will take a month. I waited a month and enquired again where is my refund? I just received a short email saying i have checked , there is no refund!!! This is totally unacceptable and against the CPA and ICASA rules. They just dont give a damn, so i have contacted ICASA ombudsman to investigate all of their business dealings and the CPA ombudsman!...they are not responding to any of my emails.
