Safety concern Openserve/Telkom

I am disappointed in the lack of consideration that openserve has for people. They have men walking around in the Merrierspruit surburb of Virginia Free State. These men claim to be replacing cables and they are a subcontractor under Telkom. My issue is that we live in a country where crime is constantly committed. So for them not to issue out letters in advance informing us the community that they will be replacing cables instead Men walking on foot without proper documentation are claiming to be from open serve demanding to enter our property and replace cables.
