Refusal of fibre

They have laid fibre one block away from me where i have pictures of them being busy and confirmed with the supervisor there that it IS FIBRE cables they are putting in. I took pictures as well and started asking all isp's including Openserve themselves when can I have fibre. Their response is "your address is currently not covered for fibre" No explanation as to why they are so close and WHEN i can get it. Have been asking for YEARS!!
