Openserve duplicate order on address

I recently moved to a new house in Lyttelton Manor beginning of October, inside a fibre area, and app**** for a fibre line. But now someone else app**** using my address. Openserve advised us that this is a duplicate order so my order cannot be processes and according to the Popi Act they cannot just cancel her order. But this woman has not been answering her phone since Wednesday the 16th when openserve started to get hold of her to arrange installation. I have a rental agreement proving I'm renting the property and not this lady but this is not enough for Openserve. So now i have to wait until they can one day get hold of this lady to confirm her correct address before I can apply for a Fibre line
