Open serve service an call Centre is really bad

Hi being waiting for almost 3 weeks to resort my line in a new permises. Appointments booked but still no joy. When U call the Centre they all dnt know nothing. What are those ppl getting paid for. Up untill now I have no answers. An the appointment is book again for today but now they say no one is working so how does the system work.
