Only house the the estate with a fibre line that isn’t opened for connection

So I have just completed building a house in Baybridge Canal in the Islands Estate in Hartebee****rt- the time has come for me to get the fibre connected. There are fibre cables that have been pulled to the external wall of the house. However I cannot get fibre connected as I am told and shown on a map that I am the only house in the whole estate that Openserve hasn’t connected or opened the line so I need to wait until sometime in the future when they do!! Have you ever heard of anything so absurd!!
