No one knows whats going on

Several months ago(April) fiber was installed in our complex and according to the openserve engineers who checked the fiber after it was installed said that we are ready to go live. A while after that i spoke to some engineers working in the area and they said that due to the backbone running through another estate we will only go live once their trustees give their approval for openserve to use their infrustructure. A few months later i spoke to another engineer and he gave me the same answer. According to our trustees that is not the fact. So what i would like to know is what the holdup is or the actual reason why we arnt live? Our "exchange" dslams are already capable of fiber as an engineer told me last week when i had issues with my adsl. Octotel has already gone live in our street? It would be nice to have some honest feedback from openserve and a timeframe or an alternative route/solution.
