Deliberately Littering Driver

We drove behind an Openserve Nissan NP200 vehicle today (24 August 2017 @ 11:35) and saw the driver throwing paper (small white shreds) out of his window and after we hooted to get him to pick up his mess he deliberately threw out more paper to spite us. His registtration was DT96YNGP and the incident was at the intersection of Olympus Drive and Midas Avenue in Olympus AH, Pretoria.
