30 days to get a new fiber connection that was already installed & working

Taken over a fiber connection from previous home owner and need to be 'migrated'; my ISP AXXESS say that the line hasnt been migrated yet. Do you think you can get any help further then this?! No openserve numbers; sent numerous emails and no reply. Any suggestions. To add to the frustration AXXESS tell me that it can take up to 30 days to get a connection!!!!
