No action or response to communication about shares payout

It has been three months now. I submit documentation for the payout and there is no response until you send many emails inquiring as to the status of the matter. They respond to possibly your sixth inquiry telling you that there is something outstanding. You submit it and they keep quiet and you keep on sending inquiring emails that they ignore for weeks and by the time they decide to respond they tell you of another thing that is outstanding. They have now stopped responding completely.
