Extremely pathetic service

I would not even give Letaba a one star. I have been experiencing extremely low network speeds during the peak period between 17h00 and 21h00. I am paying for a 40Mb/s line and I get around 7Mb/s and when I do bring it to their attention it is always an excuse of maintenance or the tower I'm connected to has a problem. I have recorded my network speeds on a daily basis between these times and it is constantly lowered. The package we are on says that it is not "throttled" meaning a constant speed of 40Mb/s regardless of the time of day. They are just manipulating their customers with false advertising of which I want them to be straight about if they cannot provide this service.
