Disappointing Tenant Service and Lack of Communication at Barlow Park

I am sharing this review to highlight my ongoing concerns regarding the level of service I have experienced at Barlow Park, particularly in my interactions with Phimmy and the general management team. From the moment I moved into the property, I felt that the focus was on securing tenants rather than ensuring a positive tenant experience thereafter. As a new tenant, I was shown the unit, handed the keys, and left to navigate everything on my own. There was little to no effort made to explain important processes, provide guidance, or check in to ensure that I had settled in comfortably. Over time, I have found communication and customer service to be consistently lacking. Queries often go unanswered, follow-ups are rare, and it can be extremely difficult to get assistance when it is needed. This has resulted in unnecessary frustration and has created the impression that existing tenants are not valued once they have signed their lease agreements. What is even more concerning is that building managers frequently do not answer their phones during normal working hours. As a tenant, one would reasonably expect management and building staff to be accessible during business hours, especially when tenants require assistance, have urgent concerns, or need information relating to their residence. The lack of responsiveness makes it difficult to resolve issues efficiently and leaves tenants feeling unsupported. My experience with Phimmy has also been disappointing. On multiple occasions, I have found the level of service to be below what I would expect from a property management professional. Effective communication, responsiveness, and a customer-centric approach appear to be lacking, which has contributed significantly to my dissatisfaction as a tenant. Unfortunately, the overall impression I have gained is that Barlow Park is highly focused on sales and occupancy, while the ongoing servicing and support of tenants receive far less attention. Attracting new tenants is important, but retaining existing tenants through excellent service should be equally important. I hope Barlow Park management takes this feedback seriously and places greater emphasis on customer service, communication, and accountability. Tenants deserve to feel valued, supported, and respected throughout their tenancy, not only during the leasing process. Rating: 1/5 ⭐ Leighton Fortuin

Complains on Ithemba

My name is Malau Matsepe I'm residing at Metropolitan a te ant for almost 4yrs now, we have had an issue with our water meter reading, it's like the reading was a cut and paste for the past year what they have done is that we will get a reading of maybe R350 this month which we got 3 or 4 months ago then we will get another figure the next month and the following one then after 3 or months we get the figure we got from fee months back, we had about 3 figures rotating, we called the caretaker Akhona he came to the flat and was surprised like us he said there was no way as 3 tenants would consume so much for a month and he advice that we should write an email to ithemba and make a formal complain which we did twice and the response from the consultants is that they will investigate and sent u a finale email saying your case is closed, we sent 2 emails complaining about this with no assistance from Akhona and Zine or Zinhle they are both the caretakers, Zine or Zinhle came to my flat and found my partner instead of sending the meter reading agents she blamed my partner and said we are misusing water hense the meter reading was high cos it goes as far as R520 or something like that but that's impossible for a flat occupied by 3 occupants 2 adults and a child who are at work and school all day until 3 in the afternoon at 1 stage the meter readings were showing readings while we were at home in December 2025 and came back late January we were all surprised hense we raised the matter with the caretakers but the case was never resolved so it was closed with no solution, previously when I had a complain I wrote on hello Peter my matter was resolved maybe this time around we will be heard The 2nd matter is that I spoke To Akhona sometime ago about a guy who parks a white bakkie next to my car, the guy comes there and leave a cigarettes and bottles of alcohol next to my car and most recently started scratching my car, my car has a white paint on the passenger site the same height as the door of the other car, Akhona said he was going to investigate but I'm hoping he will investigate and resolve the matter because I've been parking on the same parking for 3 yrs if nit more and have never had such an issue until the white bakkie started parking next to me, I can't run away from being scratched in the streets and be scratched in the basement no it's wrong. The 3rd matter is that most recently City Of Joburg reported that they have a power issue and we have been without power from Monday or Tuesday in the morning, ithemba arranged few gas stoves for tenants to cook and warm water for bathing, a plug with multiple spaces for tenants to charge and 2 large fridges for tenants to put their freezer needing things and avoid being spoilt, we appreciate that but apparently the power came back on Saturday and I was not around when I returned around 4 today there is no power, the plugs have been taken, the fridges are off then I ask the security 1 lady that why is it that there is no power and I'm here to charge my phone but you have removed the plugs and the fridge is off what if people's things are rotten she said noo Zine or Zinhle the other caretaker instructed them that they should remove those things, so I'm of a view that they were supposed to leave those things there until atleast on Monday or Tuesday because initially City Power said the power will be restored fully on Monday so the power left again now I called the lady Zine or Zinhle I spoke to her on the phone and told her that I was away and was not aware that the power has been restored and left again she said I must wait 24hrs for them to plug those extensions ad fridges of which I found miopic and absurd, she said to me that this was a city's problem and referred me to the ithemba app I told her that was nonsense because I cannot rely on the app the app doesn't have much information it only tell you that the matter was reported to City Power and they attach a ref no which they think is OK, there is nothing special about the Ref number its like 1ns they have reported the matter they go quite on tenants like it's OK we will rely on the Ref no to charge phones, to cook or keep our food fresh, ref no doesn't mean we are sorted ithemba should get it into their head we don't need ref no's we need electricity, they can't hire us a generator to power the whole building while we are paying so much instead we are getting disrespectful words from their useless caretakers, the lady hanged the phone on my ear, I called her about 3x and my phone went off I requested a phone from one lady who borrowed me and I called her as soon as she heard it was me she hinged the call, I asked the security lady as to which unit is she staying in she said she's staying in rosecrest but she was in the office which I wnet to the office and knocked on her door she never answered I requested the security to go call her for me, she came out went to the tenstyle went out as if she didn't see me I called her and she kept quite the security said to me that when she went to her in the office she made it clear that she was not going to talk to me and of shich she didn't but I found that very strange and asked if this is the kind of a caretaker ithemba gas entrusted our lives with, someone who ignores us is till in shock even now, I called her again with the lady's phone who was there for the same reason she wanted to charge her phone, she answered and said she's on stand by and I'm finishing her battery and she will hang the call which she did so I'm not happy with this Zine or Zinhle lady I can't keep complaining about the same things over and over again and I get responses from Akhona and Zine or Zinhle, these guys must work their customer service skills and learn that working with people means dealing with people with frustrations and all that wena as an individual you need to learn to deal with such individuals and address them thoroughly not the manner in which they are addressing them by being rude and disrespectful towards tenants, Akhona and Zine or Zinhle are not trained to work with people as for Akhona he doesn't take me serious and Zine or Zinhle is disrespectful it's just in her nje Ithemba must adress this ASAP I'm crossed and angry

DO NOT EVER MOVE HERE

DO NOT EVER MOVE TO BARLOW PARK! There is absolutely no security in this place, there is no CCTV camera in the halls. I have had people try to get into my unit while I slept on several occasions. There is no use in calling security they will take their time. Chances are it will be your neighbor that will maybe help you. Water floods, fire alarms go off non stop, the place is dirty more often than not. And they are RUDE! I have also come home to find a man inside my unit once. DO NOT MOVE HERE! YOU ARE NOT SAFE. They will ****** you for your rent without caring for you at all. DOGS ARE TREATED BETTER THAN THIS. ITS EXPENSIVE FOR NOTHING. DONT DO IT

Absolute Cruelty and ******** Practices at Barlow Park

I would never, as long as I live, recommend Ithemba Property Management or Barlow Park to anyone. What I have experienced at their hands is the absolute height of cruelty, humiliation, and nonchalance. They are calculated in how they destroy people. When a tenant faces a temporary hardship, Ithemba demands an "administration fee" just to process a payment arrangement. How do you force a person who is struggling to pay a fee and 50% of the rent upfront when they've already explained they don't have the funds right now? I communicated clearly and in good faith that my payment would be made on a specific date within the very same month. I acknowledged the debt and never once refused to pay. Instead of treating a human being with a shred of dignity, they issued a 20-day letter of demand—and while that statutory 20-day period was still active, they took the law into their own hands. First, they cut off my electricity. Then, they waited for me to step out of my apartment and ********ly locked me out of my unit. It is past 23:20 at night on a Friday. Ever since I came back from work after 16:00, I have been left stranded, loitering around the building, sitting on cold concrete stairs just to rest my aching feet. I am hungry, physically exhausted, and left with nowhere to sleep or even use a restroom, simply because they decided to *******ly lock me out as a self-help tactic. Even when the police arrived and informed management that locking a tenant out without a court order is *******, they refused to open. To Siphiwe and the management team: I hope life continues to be so kind to you that you never find yourself stranded, locked out, and stripped of basic dignity like this. When you are speaking or assisting from a place of privilege, kulula ukuziphakamisa. It must be nice that you are sleeping in warm beds tonight and had warm supper whilst I am spending the night sitting at the cold stairs, stressed, on my period, hungry and tired. You operate without a shred of empathy or basic humanity. This is a cold, calculated, and ******** establishment. As long as I live, I will never forget the cruelty I was subjected to tonight. The 12 months will be too long and I regret this lease. I honestly thought I'm moving in at a place that cares about the wellbeing of it's tenants. I was wrong.

Disputed Deposit Deductions and Refusal to Refund My Deposit PL1210 - DEPOSIT REFUND

Company: Ithemba Property Management Complainant: Ichael Mabhena Person handling the complaint: Nothando Shange – CRM Support, Ithemba Property Management Date of latest correspondence: 15 October 2026 Amount disputed: Deposit refund and the additional claimed balance of R4,616.67 Nature of the complaint I am lodging this complaint against Ithemba Property Management regarding its refusal to refund my rental deposit following the end of my tenancy. I have been waiting for approximately two months for my deposit to be refunded, only to be informed that the company will not pay me anything because it claims that my deposit and the interest accrued have been used to cover final account charges. I am disputing the deductions, particularly the late notice fees, because I submitted a screenshot as proof that I had given the required notice. Despite providing this evidence, Ithemba has maintained its position that no refund is payable. Background and timeline of events 1. Submission of notice I submitted my notice and provided a screenshot as supporting evidence that the notice had been given. My concern is that the company has charged me late notice fees despite the evidence I supp****. I expected Ithemba to review this evidence properly before making a final decision regarding my deposit. 2. Approximately two months waiting for my deposit I have been waiting for approximately two months for my deposit refund. During this period, I followed up with Ithemba to establish when my money would be paid. Given the time that has elapsed, I requested a clear payment date and timeline for resolving the matter. 3. Correspondence from Nothando Shange – 15 October 2026 On 15 October 2026 at 19:12 (GMT+2), I received an email from Nothando Shange, CRM Support at Ithemba Property Management. She advised me that no deposit refund was payable because the deposit and accrued interest had allegedly been app**** to the final charges on my account. According to her email, the charges included: Final utility charges. Maintenance recoveries. Late notice fees. She further stated that these charges exceeded the available deposit, resulting in the deposit being fully utilised and leaving an alleged outstanding balance of R4,616.67. Nothando also stated that a final statement had been provided detailing the charges and the allocation of the deposit. However, my concern remains that the late notice fees are disputed because I had already submitted a screenshot as proof that my notice was given. 4. My attempt to resolve the matter directly I wanted this matter to be resolved amicably and directly with Ithemba Property Management, without having to escalate it to external complaint platforms or dispute-resolution bodies. I responded by reiterating that I had submitted proof of my notice and expressing my disappointment that my evidence had not resulted in a satisfactory resolution. I made it clear that I wanted the matter finalised between us. Unfortunately, Ithemba has maintained that there is no refundable balance, without resolving my concerns regarding the disputed notice charges. Why I am dissatisfied My complaint is not simply about the fact that I have not received a refund. It is also about the treatment of my dispute and the need for a fair and transparent assessment of the evidence. I am dissatisfied because: I have waited approximately two months for the finalisation of my deposit. I submitted a screenshot as proof that my notice was given, yet I am still being charged late notice fees. My entire deposit and accrued interest have allegedly been used to settle final charges that I dispute. Ithemba has gone further and claimed that I owe an additional R4,616.67. I wanted to resolve the matter directly with the company, but I have not received a satisfactory resolution to my concerns. I understand that legitimate outstanding charges may be deducted from a rental deposit where justified. However, I believe that disputed charges must be properly explained and assessed against the supporting evidence provided before they are treated as payable. What I want Ithemba Property Management to do I am requesting that Ithemba Property Management: Properly review the screenshot I submitted as proof of my notice. Reconsider and justify the late notice fees charged to my account. Provide a detailed breakdown of the final utility charges and maintenance recoveries, including supporting documentation for each deduction. Provide a transparent reconciliation showing the original deposit, interest accrued, every deduction made, and the calculation of the alleged outstanding balance of R4,616.67. Recalculate my final account after reviewing the disputed charges and refund any amount found to be due to me. Provide a written response addressing each of my concerns rather than simply repeating that no refund is payable. Intended escalation As I have been unable to resolve this matter directly with Ithemba Property Management, I am bringing my complaint to HelloPeter to seek assistance and accountability. I also intend to approach the appropriate Rental Housing Tribunal and raise my concerns through the company's public social media channels, including X (formerly Twitter), if the dispute remains unresolved. I would prefer a fair and amicable resolution rather than prolonged disputes. I am simply asking for the evidence I submitted to be considered, the deductions to be properly substantiated, and my final account to be corrected if the charges cannot be justified. I ask Ithemba Property Management to investigate this complaint and provide a substantive response.
