High Ping, poor international traffic quality

Well, it's been an ongoing thing with high latency to international servers, and they just seem oblivious to the fact that there is a problem, playing WoW and getting 250ms ping, usual is like 170ms, just used the tool Blizzard provides to test the path to them - these are the results

This is utterly poor for fiber let me tell you, and as the previous reviewer said, there is no response back from them, you will be lucky if they contact you back after a week, when the problem seem to have rectified itself, then they tell you nothing is wrong. I would really appreciate of someone higher up can take charge of these matters and problems. If the problem is because of loadshedding and a secondary link, please tell me this so I can make the proper arrangements during these times.

Update : Still NO response on what the problem was or is, logged a second ticket on the website even though my previous ticket is still open, because this is pathetic. AGIAN, what is the problem with sudden high ping and NO transfer, even though link shows up. Buffering on 720p video with 50Mb connection, seriously WTH

Update 2 : Speedtest to JHB spikes to 405ms.... speechless
