Not getting what you pay for

In the beginning ISP was amazing. Now lately I'm paying for a 100mbps line upload and download every month yet my download speed now is 60mbps and upload 30mbps. I understand it's a UP TO 100mbps but jeez taking 40mbps off the download and 70mbps off the upload is almost the sum of a whole different speed contract
