Disgusting and ********* service provider

What a pathetic and disgusting service this company is giving, I subscribed in January and I was told to pay upfront before installation and activation of my services. I obeyed the instruction and made the payment. To date the installation is still not done and no-one is taking the initiative to advise on the progress. When I reach out to the sales man Arman, all he says the installation will be done in the next to weeks. He went on saying that the activation will be done the first week of March, and to this point no update from him or his company. IS IT ETHICAL TO MAKE A CUSTOMER TO PAY FOR A SERVICE AND THEN THE SERVICE PROVIDER DOES NOT DELIVER?.
