Undivered item from Elite Mobile

I was offered HP Lap top by Elite mobile and informed that it will be delivered within 5 days ,but that never happened and what surprises me is the debit my account without my item.it has been 2 month now .I don't receive the calls from them or any other communication . can we assisted to get clarity from this company .
