Swim swap sim card not delivered

After having a chat with Kubeshini about my problem she promised to be the one who will help me , she promised to deliver the new sim card that and I'm not going to pay for it as I was given a wrong information about the payment , its been three weeks now since i've been waiting she now does not return my calls.
