Order cancellation problems

I cancelled an upgrade request with Elite Mobile (order EM-***-0) that was placed on the 18th of February 2016 because the mobile device that I requested was out of stock. Elite Mobile confirmed that the order was cancelled the following week. After more than a month I still can't upgrade because Vodacom confirms that there is an open quotation on my number. Status on Vodacom system: \Existing Upgrade order still pending. New Upgrade quote not permitted\" (quotation number ***2).
