Unwelcome force upgrades

Was force upgraded to a package I did not want or required. When I downgraded to a package as close to the one I required I was charged a downgrade fee the same as a months subscription on the package I required. This after I was charged for a month on the higher package the force upgrade put me on and line speed tests throughout the month kept showing my line speed had stayed the same.
