Marketing for FTTH

I have been looking for FTTH (Fiber to Home) and I found that this company provides the service and I m in their coverage area. I then contacted them and got given a list of their products (Which I was aware of) and then got promptly told that although I am on their coverage map they cant provide the service to me and they are only willing to go to the expense of providing me service if I can get them R 22,900 worth of uptake on their new fiber route (Note that I am on the overage map so how is this a new route).
