Bad service from Clear access

My whole area's fiber was down since yesterday, when they fixed it today, I didn't have internet access, I called the technical support and I was not assisted cos they say I owe 690? They debit 350 every month and where's is this 690 coming from? I don't owe them anything and there was no one to assist me with the issue!
