Static IP Network Down again

I have the static IP service with Axxess. Every month or two that network goes down and I have to deactivate static IP to connect again. Its an issue with their network. Today I phoned to report it to them and I was advised that I need to send them traceroutes etc for them to investigate. They don't even simply have a test account on their side to try connect to static IP network and do their own troubleshooting. Its not my connection thats the problem, its their static IP Network. This is the most ludicrous thing I have ever heard. I will be looking to take my business elsewhere
