Premium price for a broken network

Last week I decided to move from my previous ADSL ISP to a new one for better service. From all ISP's, with the exception of Telkom, Axxess was the most expensive with R495 for the 10M uncapped acc. I gave it a lot of thought and figured I would rather pay a little more for a better internet experience. I could not have been more wrong... My internet speed fluctuates between 4 to 8 Mbps in span of as little as 10 minutes. When I phoned the support centre, I am told that this is because of their unreliable backbone and that they are moving their network in the next month, so the speed will be better after the move. How do you justify selling a broken service at the normal price with only the promise that you will get your money's worth experience maybe next month?
Essentially, I thought I would be getting a premium experience for a premium price, however I am paying a premium price for a less than mediocre experience. I will be cancelling this service tomorrow.
To top it off, although I had this line for only 4 days, if I cancel now, I am expected to still pay the full price for the entire month.
