Paying for non existent internet?

My mother and I have been tirelessly trying to migrate our line across from our old ISP to Axxess. We've been promised probably three times that it's been activated, and the line has been opened with no luck. My mother has been paying their provided bills (for who actually knows what all?!). Today is the 1st of the month so from today our old ISP is no longer running and it's meant to be our first official day of Axxess internet. Absolutely NO internet! This is totally unacceptable. I work as an independent contractor and a vast amount of what I do is online. This is prohibiting me from doing my work. Totally disgusted. Honestly thought we were switching to a better ISP - not a worse one!
