Mis-appropriation of Roll-over data

re Roll-over data. My understanding of the Icasa ruling as well as my agreement with Axxess is that Anytime data usage allocation is always "Rol***** before new Inclusive". In December 2020 my 30Gb+30Gb Telkom data contract with Axxess started with consuming the December Inclusive data ahead of the November Roll-over data. After exhaustive correspondence in which the reaction from Axxess was totally chaotic in confirming a mixture of which data is to be allocated first, blaming Telkom for the deviation from the Icasa ruling and eventually failing to adhere to the ruling by resetting my usage to the correct allocation.
